Vitals - Avastin slows advanced ovarian cancer's progress, report says

Two studies out Wednesday show that Avastin, a drug that is already approved for other cancers -- but is also controversial -- could help women buy more time in the battle with ovarian cancer. More from NBC's Chief Science Correspondent Robert Bazell.

For women with advanced cases of ovarian cancer, the drug Avastin adds about four months to the time it takes for the cancer to worsen, according to a new report.

Patients treated with Avastin in addition to chemotherapy had about 14 months before their advanced ovarian cancer progressed, compared to about 10 months for those in the study who were ?treated with chemotherapy and a placebo.

An early analysis of the trial's results was presented in June 2010 at the meeting of the American Society of Clinical Oncology; the complete report from the trial appeared?Wednesday in the New England Journal of Medicine.

This was the third clinical trial to show that adding Avastin to standard chemotherapy treatments extends the time before ovarian cancers progress, said Dr. Carol Aghajanian, chief of gynecologic medical oncology service at Memorial Sloan-Kettering Cancer Center in New York City.

"This is good news for women with ovarian cancer," said Aghajanian, who was not involved in the new study.

However, women treated with Avastin did not live any longer than other women in the study, according to the report.

The European Commission approved Avastin as a treatment for ovarian cancer this month, but it is unclear whether the drug will be approved to treat this cancer in the United States, Aghajanian said. The Food and Drug Administration will be looking at the data.

The drug, made by pharmaceutical company Genentech, is designed to inhibit the growth of blood vessels that feed a tumor. It is currently approved to treat certain types of colon, lung, kidney and brain cancers, while the FDA recently disallowed its use for breast cancer.

Preventing cancer from worsening
The new report is based on 1,873 ovarian cancer patients who had been assigned at random to three groups. One received chemotherapy treatments along with a placebo; one received Avastin (generically known as bevacizumab) along with chemotherapy at the start of their treatment, then received only chemotherapy for the rest of their treatment; the third group received Avastin along with chemotherapy for the entirety of their treatment. The patients did not know which treatment they were receiving; neither did the doctors treating them.

The researchers measured the blood levels of a marker called CA-125 to determine whether the patients' cancers were progressing. CA-125 levels are a very early marker of worsening cancer, Aghajanian said. Levels of CA-125 begin to rise before a growing cancer is visible on a CT scan.

"They used a very conservative method of measuring progression, so we can be certain that it's meaningful," Aghajanian said.

Whether Avastin could extend patients' lives is a tricky question to try to answer with studies, Aghajanian said. At the end of this trial, for example, the patients and their doctors were told whether they had received Avastin or the placebo treatment, and it was entirely possible that those who had been on the placebo then received Avastin, she explained. Such a crossover in treatments after a study's conclusion would make it difficult to later determine whether patients who received a drug during a trial lived longer.?

Avastin and breast cancer
There are important differences between the studies of Avastin as a treatment for breast cancer and the studies of its use for ovarian cancer, Aghajanian said.

In November the FDA revoked its approval of Avastin to treat breast cancer because studies showed that breast cancer patients treated with it did not live any longer, and faced significant risks of severe side effects such as small holes developing in the intestines. The drug had been cleared by the FDA in February 2008 under an "accelerated approval" process based on promising early studies, allowing Avastin to be used for breast cancer patients while Genentech did further research.

"There was not a consistent benefit seen in the breast cancer studies," Aghajanian said. By contrast, three studies of the drug's use in ovarian cancer showed a consistent benefit.

The safety of the drug as seen in the new study "was reassuring," Aghajanian said, as was the finding that patients taking the drug reported no difference in their quality of life from patients receiving the placebo.

The rate of patients who developed gastrointestinal perforations was twice as high among those who received Avastin as among those who received a placebo, but the rate was still under 3 percent.

Elevated blood pressure was seen in more patients who received Avastin throughout the study than in those who received the drug only at the beginning or not at all.

Afghanistan, China sign first oil contract (AP)

KABUL, Afghanistan ? Afghanistan's government signed a deal Wednesday with China's state-owned National Petroleum Corporation, allowing it to become the first foreign company to exploit the country's oil and natural gas reserves.

The contract, which covers the northeastern provinces of Sari Pul and Faryab, is the first of several such blocks to be put on the market in coming months, Afghan Minister of Mines Wahidullah Shahrani said during the signing ceremony.

Bidding information for blocks in neighboring Balkh province will be released at the end of February, and for the western Herat province by next summer, he said.

Afghanistan has been seeking to find ways to exploit some of its mineral wealth to offset the loss of revenues when foreign aid and spending drops when international combat troops leave by the end of 2014. The government has been keen to develop an oil-extraction and refining capability for the landlocked nation, which is entirely reliant on fuel imports from neighboring Iran and Central Asian nations.

"This will bring enormous financial benefits to the government," Shahrani said. "It will be an important step toward self-sufficiency."

The ministry listed the initial value of the project with CNPC as $700 million. But the total could be ten times greater if more reserves are found and developed, and if international oil prices remain at today's levels, Shahrani said.

The fuel pact allows the Chinese firm to research oil and natural gas blocks in Sari Pul and Faryab, an area known as the Amu Darya River Basin that was first explored by Soviet engineers in the 1960s. The Soviets estimated the reserves at about 87 million barrels, but both the Afghan and Chinese partners believe they will prove to be much larger.

CNPC will also build a refinery ? Afghanistan's first ? within the next three years, after the real size of the reserves is established with greater accuracy, said Lu Gong Xun, president of CNPC's international branch.

Shahrani said the deal calls for the Afghan government to receive 70 percent of the profits from the sale of the oil and natural gas. CNPC will also pay 15 percent in royalties, as well as corporate taxes and rent for the land used for its operations.

Afghanistan's army and police will set up special units to guard the project, Shahrani said.

The provinces of Sari Pul and Faryab are located hundreds of miles from the centers of fighting in the east and southeast and are considered relatively safe. As a result, the U.S.-led NATO force has already transferred or is turning over responsibility for security in large parts of the region to the Afghan army and police.

Surveys conducted by the Soviets have shown that Afghanistan sits on vast mineral wealth. Afghan and foreign companies already have shown interest, notably in its untapped copper, iron and oil deposits. But with poor infrastructure and security problems stemming from the 10-year war, most Western mining companies have shied away from firm commitments.

So far, companies from China ? with which Afghanistan shares a small stretch of border in its east ? have been in the forefront of investments in the nation.

Three years ago the China Metallurgical Construction Co. signed a contract to develop the Aynak copper mine in Logar province. Beijing's $3.5 billion stake in the mine is the largest foreign investment in Afghanistan so far.

The U.S. Defense Department has put a $1 trillion price tag on Afghanistan's mineral reserves. Other estimates have pegged it at $3 trillion or more.

But the potential windfall for the landlocked country will require international investment, a better transportation network and much improved security.

"This government must stand on its feet," said Mustafa Zahir, the head of the government's environment agency. "Without using our natural resources we cannot achieve this."

We already knew that the dual-core Meizu MX will eventually meet its quad-core variant, but the question is when? Well, the ever elusive Jack Wong (who's actually taken a step back from the CEO position while acting as some sort of chairman) told fans on his forum that the new Android phone will probably arrive around May next year -- almost half way through the current one-year product cycle. Additionally, the Flyme OS's UI will see some big changes to accommodate Android 4.0. Can't say we're surprised, but we sure would be if the chip turns out to be something other than the leaked Samsung Exynos 4412 SoC from last month.

Olympus auditor handover shows no guideline violations: panel (Reuters)

TOKYO (Reuters) ? A panel reviewing auditing processes at scandal-hit Olympus Corp (7733.T) said on Tuesday it found no violation of accounting guidelines in the handoff to the Japanese arm of Ernst & Young (ERNY.UL) from the previous auditor in 2009.

The panel was established by Ernst & Young ShinNihon LLC to look into criticisms of the auditing process raised in a separate investigation commissioned by Olympus into its $1.7 billion accounting scandal.

The panel said, however, that further examination was needed on whether there were any problems in the handling of the takeover from KPMG AZSA LLC.

(AP) ? Britain's Prince Philip will spend a fourth night in hospital Monday, as he recovers from treatment for a blocked coronary artery.

Queen Elizabeth II's 90-year-old husband is making "good progress," but will remain under observation at Papworth, a specialist heart hospital in Cambridge, a Buckingham Palace spokesman said Monday.

The spokesman, who spoke on condition of anonymity in line with policy, said there are no details on when Philip may be released.

Philip underwent a successful coronary stent procedure at the specialist hospital, where he was taken Friday after complaining of chest pains.

"The Duke of Edinburgh continues to make good progress from the procedure. He remains in hospital under observation and in good spirits," the spokesman said.

It was the most serious health scare suffered by Philip, who is known to be active and robust. He has continued to appear at many engagements, most recently taking a 10-day tour of Australia with the queen.

He missed the Royal Family's traditional Boxing Day shooting party on Monday at the queen's private Sandringham estate in Norfolk, an event he usually leads.

Six of Philip's grandchildren, including Princes William and Harry, visited him Sunday in the hospital.

Pantry gets food to pets of needy seniors | Boise, Garden City ...

Bobbie Gardner is an animal lover who is allergic to dogs and cats. She no longer owns pets, but she knows firsthand that they are cherished companions for many.

The Boise grandma is part of a group of volunteers trying to prevent homebound seniors in the Treasure Valley from losing their pets because they can?t afford to feed them. Once a month, she loads up her Suzuki with bags of donated pet food and delivers it to a half-dozen or more residents in Boise and Meridian.

?They?re very appreciative,? said Gardner, a nurse who works part time. ?They say it?s so important to them to keep their animals with them, and if we didn?t help them they wouldn?t be able to.?

The pet food delivery service ? run through the Idaho Humane Society ? is done in collaboration with Elks Meals on Wheels. Volunteers with Meals on Wheels deliver meals each day to 800 seniors in Ada County, including 400 homebound seniors and 400 at dining centers.

?For many of these people who receive Meals on Wheels, it is their only daily source of nutrition,? said Grant Jones, development director for Elks Meals on Wheels. ?It?s very critical that they eat all of that and that they don?t have to make a choice between themselves and their pet.?

The Idaho Humane Society has been assisting with pet food donation for needy seniors for years. In late 2008, the nonprofit launched a separate delivery service to ease the burden on Meals on Wheels volunteers.

?It was just asking them to do a lot extra. In some cases, that pet food is very heavy, very bulky,? Jones said. ?It just made it easier.?

At about the same time, shelter officials began to notice that many families were giving up their pets due to financial hardship.

?We determined that people were using food stamps to buy food for their pets ? tuna for their cats, little wieners for their dogs,? said Christine Wiersema, development director at the Idaho Humane Society. ?That?s taking food away from the family, so that?s not good.

?We reassessed things because we want to keep these families together,? Wiersema said. That?s when the shelter?s Pet Food Pantry was launched.

The pantry, housed in a construction trailer, is also a collection site for the Meals on Wheels pet food delivery service. They collect and distribute about 7,000 pounds of pet food a month.

?This could be my whole job,? Wiersema said. All of the food is donated by the community or purchased with cash donations.

There are pet food donation drop-offs at 60 locations in the Valley, including Zamzows stores and veterinary offices.

Some businesses hold food drives to help out. The Idaho Athletic Club held four drives this year and donated 10,000 pounds of pet food. Hewlett-Packard employees contributed 640 pounds and $780 in cash.

Twice a month, about 100 families pick up food to feed for up to four pets. They may receive the donated pet food for up to six months.

The Meals on Wheels pet food delivery service is separate from the food pickup operation. It currently provides food to 225 animals at residences throughout Ada County.

About 10 to 15 volunteers gather the first week of the month to pack the pet food into their vehicles. They spend an hour or two delivering it over the next day or so.

Wiersema said many of the seniors in the delivery program have older and/or special-needs pets. Grants from two foundations allow the shelter to offer medical treatment and other care for those animals.

While talking to one pet owner, volunteer Gardner discovered that he was living in frigid temperatures due to a broken furnace. She called local agencies and businesses until she found one that would work with him on a payment plan for a new furnace.

In that way, the pet food delivery service is about so much more than pets, Wiersema said.

"Next Great Baker" contestant commits suicide (Reuters)

LOS ANGELES (TheWrap.com) ? TLC announced at the end of this week's "Next Great Baker" episode that contestant and Iraq War veteran Sgt. Wesley Durden had died -- not mentioning that it was reportedly of a self-inflicted gunshot wound.

The news came at the end of the episode in which Durden, 28, was eliminated as a contestant on the "Cake Boss" spin-off.

Just after the military cook was shown leaving the competition, a TLC in memoriam note revealed his death. TLC's notice offered no further details, but the Jacksonville Daily News, a newspaper in Durden's home state of North Carolina, said he died of a self-inflicted gunshot wound on October 24.

TLC's on-air note read: "In Memoriam, Wesley Durden 1982-2011, TLC extends its deepest condolences to Wesley's family and friends."

The network later released a statement saying, "TLC extends its deepest condolences to the family, friends, and colleagues of Sgt. Wesley Durden, who died October 24. He will be warmly remembered by the cast and crew of 'Next Great Baker.'"

Ft. Bragg Army Sgt. Durden had been deployed twice to Iraq, in 2008 and 2009. He is survived by a wife and two children.

His death follows several other suicides by reality show contestants, most recently that of "Real Housewives of Beverly Hills" husband Russell Armstrong, who committed suicide by hanging himself in August. His mother later said that he had complained the show was ruining his marriage.

"Mom, they're just going to crucify me this season," his mother, John Ann Hotchkiss, recalled him telling her in an HLN interview. "I don't know what to do. I'll never survive it."

Rwanda politicians jailed for life over genocide (Reuters)

DAR ES SALAAM (Reuters) ? The U.N. war crimes tribunal for Rwanda on Wednesday found two bosses of the former ruling Hutu-led party guilty of genocide for their leading roles in the 1994 massacre of Tutsis and moderate Hutus, and sentenced them to life in prison.

Mathieu Ngirumpatse and Edouard Karemera who were president and vice-president of the ruling MRND party at the time of the genocide, had pleaded not guilty to the charges laid by the International Criminal Tribunal for Rwanda.

"The chamber unanimously condemns Ngirumpatse to life in jail," said presiding Judge Dennis Byron, before pronouncing the same sentence for Karemera.

The indictment had said the pair had a "superior responsibility" within the MRND, whose youth wing, the Interahamwe, carried out most of the atrocities.

The Tanzanian-based court said Ngirumpatse, 72, and Karemera, 60, were members of a joint criminal enterprise to destroy the Tutsi population.

During the genocide, some 800,000 minority Tutsis and moderate Hutus were butchered in 100 days of systematic killings.

"They also bear extended liability for the widespread rapes and sexual assaults of Tutsi women and girls, which were a foreseeable consequence of the joint criminal enterprise," the court said in a statement.

Last month, the U.N. court found former mayor Gregoire Ndahimana guilty of genocide for planning the slaughter of more than 2,000 Tutsi refugees in 1994, and sentenced him to 15 years in prison.

The court in late September acquitted two former ministers of key roles in the genocide, a verdict Rwanda's chief prosecutor described as "shocking," but convicted two other former cabinet ministers.

Minnesota Hockey Player Battles Cancer With Poise ? CBS Minnesota

EDINA (WCCO) ? An accomplished Minnesota hockey player is fighting his latest battle without a stick and skates.

While running the Twin Cities Marathon, Chace Johnson remembers shooting pains through his stomach, and he even had to walk a bit before finishing. A couple days later, doctors detected a tumor, and told him he had colon cancer.

?Being a 25 years old, I definitely did not expect to have cancer. That?s for sure,? he said.

He had surgery following that diagnosis.

During his treatment, he received support from family and friends, and Edina?s High School hockey team, too.

?For a lot of these guys, this was their idol growing up, and they wanted really to help out and give to a good cause,? said Athletic Director John Soma. ?All the hockey players are really good about supporting different groups, and this is really hitting close to home, because it?s part of their family.?

At the Hornets? home, on the same ice that Chace used to play on when he was on the team, there?s going to be a Chuck-a-Puck fundraiser coming up this Saturday night. The money raised is going to help Chace and his family pay for substantial and mounting medical bills.

?You know, times are tough some times and having people on the way support you is very nice,? Johnson said. ?They wanted to reach out to me, help me any way they could, and they thought to have a fundraiser, and it?s just very, very nice, and it?s great to be part of that.?

Johnson will also drop the puck that night.

He faces six months of chemotherapy, and is slowly returning to running and hockey.

?I?m trying to keep life as normal as I can,? he said.

His fundraiser will happen at the Braemar Arena in Edina. Each puck will cost $5, and the winner will receive four Club Level seats with a parking pass to the February 26th game between the Wild and the visiting San Jose Sharks.

U.S. withdrawal in Iraq rolls into final act (Reuters)

BAGHDAD (Reuters) ? American soldiers signed over their last military base to Iraqi officials on Friday with the U.S. troop pullout drawing to an swift end nearly nine years after the invasion that ousted Saddam Hussein.

The few thousand remaining U.S. troops are scheduled to leave Iraq before December 31, closing a U.S. military venture that cost the lives of nearly 4,500 U.S. soldiers and tens of thousands of Iraqis caught up in sectarian strife.

Iraqi and U.S. officials on Friday signed paperwork for the handover of Camp Adder with a ceremony marked by army bugle calls and the lowering of flags. Only about 4,000 American soldiers remain in the country, down from a peak of 170,000.

"We have turned the last page of the occupation," Hussein al-Asadi, an adviser for Prime Minister Nuri al-Maliki, said at the base, 300 km (185 miles) south of Baghdad.

Camp Adder, a former air base in southern Nasiriyah province, will be one of the last few handed over as troops head south to the Kuwaiti border, leaving behind them housing units, generators and other material they cannot take along.

In the last month Camp Adder had turned into a ghost town. A yard was filled recently with chairs, tables and furniture handed over to the Iraqi forces. Signing over the bases usually happens before the final transfer.

The more than 500 U.S. bases at the height of the war have been whittled to a handful with daily convoys of hundreds of trucks and U.S. military vehicles crossing southern Iraq into Kuwait.

U.S. soldiers ended combat missions in 2010 and have already handed over much of the security role to Iraqi forces, but the last troops pull out of an Iraq that is still confronting a stubborn insurgency and political uncertainty.

Many Iraqis welcome the end of the U.S. military presence but fret over whether Iraq's government will manage tense sectarian relations, a fragile political power-sharing deal and an economy in dire need of investment.

U.S. Defense Secretary Leon Panetta flew briefly into Baghdad on Thursday for a ceremony to officially end the war in Iraq, telling U.S. and Iraqi officials that the sacrifice was worth it to establish an independent, stable country.

Violence has fallen sharply since the days of the worst sectarian slaughter in 2006-2007, an uneasy political power-sharing government of Shi'ite Muslims, Sunni Muslims and Kurds is in place and foreign oil firms are helping Iraq ramp up production.

But tensions simmer close to the surface. Minority Sunnis who once ruled under Saddam are chafing against what they see as a majority Shi'ite-led government that has marginalized them outside of power-sharing.

Hundreds of police protected a provincial council building in restive Diyala province on Friday as about 500 Shi'ite protesters rallied for a third day against an attempt, by mainly Sunni politicians, to seek more provincial autonomy.

SENSE OF SOVEREIGNTY

Desire for more autonomy has been evident for years in Iraq's patchwork of sectarian, ethnic and tribal makeup, but the Diyala drive and a call from mostly Sunni Salahuddin province for more say are intensifying regional jostling as U.S. troops leave.

"The province is passing through a very critical moment with the U.S. military walking out," said teacher Talib Hassan, 35, protesting outside the Diyala council building. "The timing of this declaration of autonomy is just attempted rebellion.

In Falluja, the former heartland of an al Qaeda insurgency that suffered some of the most vicious fighting in the war, a few thousand Iraqis celebrated the withdrawal this week, with some burning U.S. flags and waving pictures of dead relatives.

Falluja became more than any other Iraqi city a symbol for the brutality of the war after the 2003 invasion. Some in Falluja still remember what they call there the "resistance" to U.S. military incursions.

"The occupiers are leaving and so do the tanks, fighter-jets and rifles," Ahmed al-Alwani, the Imam of al-Raqeeb mosque said in speech at Friday prayers. "Do you know why Falluja was first in celebrating the U.S. withdrawal? Because it was the first in resisting them."

Dead woman found at warehouse of Belgian attacker (Reuters)

BRUSSELS (Reuters) ? Belgian investigators have found the body of a woman killed by a gunman who shot dead four other people, including a 17-month-old toddler, and wounded 125 in eastern Belgium Tuesday before shooting himself.

Prosecutor Cedric Visart de Bocarme told Belgian La Premiere radio station Wednesday the woman's body had been found in a warehouse used by the gunman. It brought the death toll, including the gunman, to six.

"A search last night revealed in a warehouse used by the attacker, notably to grow cannabis, the body of a woman killed by the attacker before he went to the Place Saint Lambert," he said.

Nordine Amrani, a 33-year-old previously jailed for possession of arms and drugs offences, hurled grenades and sprayed bullets into crowds of Christmas shoppers and children in a central square in the eastern city of Liege.

The attack paralyzed the center of Belgium's fifth largest city, with workers trapped in offices as police sealed off the area.

It was still unclear what drove Amrani to carry out the attack.

"The enormous concern we have is how it was possible for someone seemingly sensible and normal to do this. It was a delinquent, someone who had difficulties throughout their life," Visart de Bocarme said.

Research firm: Holiday buyers willing to spend

(AP) ? Shoppers are again doing some holiday shopping after taking a break following their spree over the Thanksgiving weekend, according to data from research firm ShopperTrak.

ShopperTrak, based in Chicago, reported late Tuesday that sales for the week ended Saturday rose 10.6 percent from the previous week, though business fell 1.9 percent compared with the same week a year ago. Consumers spent a total of $14.76 billion on Saturday and Sunday, though it couldn't be immediately learned the percentage increase from the same period a year ago.

ShopperTrak recently reported that for the week ended Dec. 3, sales declined 22.5 percent from the week before, which included the day after Thanksgiving, known as Black Friday. That's expected to be the biggest day of the year.

"I think the consumer is a little bit immune to all the bad news, from the European crisis to the housing market," said Bill Martin ShopperTrak founder. He noted that spending should accelerate in the final days of the season. In fact, six of the top 10 shopping days of the holiday period are still to come, including Saturday, expected to be the biggest shopping day following Black Friday, he added.

While the ShopperTrak figures exclude gas, food and autos, the numbers jibe trends revealed in government data released Tuesday.

The Commerce Department reported that retail sales rose 0.2 percent in November. While that was down from October's gain, it signaled that retail spending is growing at a slow but steady pace. Consumer spending accounts for 70 percent of economic activity.

Martin is still sticking to his 3 percent holiday sales growth forecast, though it might be too conservative. The 3 percent growth is below the 4.1 percent pace in 2010.

ShopperTrak measures foot traffic in 25,000 stores in the U.S. and blends those figures with economic data.

U.S. "in contact with all sides" on Iran sanctions (Reuters)

TOKYO (Reuters) ? The United States is in close contact with all parties including China on new sanctions against Iran, suspected by the West of developing nuclear weapons, Deputy Secretary of Energy Daniel Poneman said on Thursday.

Poneman also said the United States would work with partners to ensure the global oil market remains well supplied.

"The United States is in very frequent and close contact with many members in the international community, certainly including China, our key partner in the U.N. Security Council," he told reporters of consultations on the sanctions.

"So we have very robust and continued consultation with all of those partners, including China."

His comments came a day after the U.S. House of Representatives passed legislation Wednesday that would expand sanctions on Iran, cracking down on a wider range of energy issues and closing some loopholes in existing energy and financial sanctions.

Some senators in both parties are also working on legislation to tighten sanctions on Iran, the world's fifth-biggest oil exporter.

"We'll have many consultations with U.S. Congress and I think you'll end up hearing the United States and the international community speaking with one voice in terms of the importance of Iran responding to these global requirements to comply with their international commitments," Poneman said.

Asked if the United States was concerned if China, the biggest buyer of Iranian crude, kept importing while other countries cut, he declined to comment directly but said it was important the oil market was well supplied.

"If the market remains well supplied, then alternatives to Iranian purchases are going to be available. That is why we particularly welcome continued efforts by the existing producers. I'm pleased also to see the production coming back," he said, referring to output resumption from Libya and Iraq.

"As long as we can work, with producers and consumers, to make sure that global market requirements and those of individual nations are met, that's the best thing we can do in the short term."

In the long term, it was important to change excess dependence on oil imports and diversify to other types of energy sources, such as nuclear power and renewable, he said.

Poneman was visiting Tokyo to discuss issues including nuclear cooperation with Japan following the radiation crisis at the Fukushima Daiichi power plant triggered by the March 11 earthquake and tsunami.

Rep. Michele Bachmann said Tuesday she still thinks she has a good chance of winning the Iowa Republican caucuses, saying presidential campaign rivals Newt Gingrich and Mitt Romney "have significant flaws."

Bachmann said in a nationally broadcast interview that she, more than her rivals, personifies the kind of conservative values Iowa Republicans want, and said she believes "we're going to be shocked on Jan. 3 when we see the results."

Bachmann commented at a time when polls continue to show her in the lower tier of candidates vying to challenge President Barack Obama next year.

Asked on CBS's "The Early Show" about Gingrich's surge to top of the polls, Bachmann replied that "two weeks can be an eternity" in a White House campaign. She appeared on the same day that Romney awaited an endorsement from former Vice President Dan Quayle and former Utah Gov. Jon Huntsman prepared for an appearance in Washington before the Heritage Foundation's Bloggers Briefing.

"I think we're perfectly situated to be where we want to be," Bachmann said. She said the campaign is like a "political Wall Street," with candidates' stock rising and falling. And she accused both Gingrich and Romney of being supporters of "Obamacare," and said that both backed the government bailout of financial institutions.

The Minnesota Republican asserted that Romney had reversed his position on "life" issues and said that both Romney and Gingrich "are flawed candidates."

Bachmann wouldn't say whether she will participate in a Dec. 27 debate in Des Moines moderated by real estate magnate Donald Trump. She said she likes Trump, but that she's still weighing whether to appear.

Gingrich has accepted the debate invitation, and Rep. Ron Paul and Huntsman have declined. The other candidates are still thinking it over.

Huntsman, in an appearance Tuesday on NBC's "Today" show, accused Romney of being indecisive, and cited the former Massachusetts governor's failure to say whether he would join the Des Moines debate is an example.

"As usual, Mr. Romney can't make a decision. He's weighing both sides and may flip-flop on this as well," Huntsman said.

He said that "people are giving us a second look, a first look in some cases."

"I'm running against a conservative flip-flopper," Huntsman said of Romney. "I'm running against a grandiose conservative. People are coming around to the reality that I'm a consistent conservative."

Nobel Laureate: Haiti pres's army plan an "error" (AP)

PORT-AU-PRINCE, Haiti ? Nobel laureate Oscar Arias has advised Haitian President Michel Martelly that it would be an "error" to restore the disbanded army, according to a letter delivered to presidential offices on Monday.

In the two-page letter dated Nov. 28, the two-time president of Costa Rica tells Martelly that armed forces in the region have records of thwarting progress and quashing democratic values, and that the $25 million Martelly has proposed for the new military should be invested in education, health and strengthening other institutions.

"I seek not to show disrespect for the sovereignty of a sister nation, but simply to share advice I see written on the wall of human history," Arias wrote in the letter shared with The Associated Press. "In Latin America, most armies are enemies of development, enemies of peace and enemies of freedom."

The Haitian army was disbanded in 1995 because of its history of abuse, a move that was applauded by Arias' own foundation.

First-time politican Martelly said he wants to fulfill a campaign pledge of reviving the army in an effort to restore national pride. He also envisions a force that will patrol Haiti's porous border with the neighboring Dominican Republic, protect the environment and respond to natural disasters.

But the United States and Canada have said that the money for the military would be better spent on strengthening the police force, which has 8,000 officers in a country of 10 million. Canada added that it wouldn't help pay for the new military and that Haiti has more pressing needs as it struggles to recover from the 7.0 magnitude earthquake almost two years ago.

Martelly later conceded that Haiti had other priorities, namely improvements to the country's health care and education sectors, but that he stills sees a need for the armed force.

Martelly last month announced that he would form a commission to define the agenda of the military but that has yet to materialize.

In his letter, Arias turns to history to show why he believes Haiti doesn't need an army. He notes how Costa Rica was once bordered by two countries with dictatorships but its absence of an army, he wrote, allowed the nation to be viewed as an ally.

And since 1995, when Costa Rica's neighbor, Panama, disbanded its army, the two nations have shared "the most peaceful border in the world," wrote Arias, who won a Nobel Peace Prize in 1987 for his peacemaking efforts in Central America.

He added: "To reinstall the army would be an error, and that is why I cannot keep silent."

A glimmer of good news for Obama in jobs report (AP)

WASHINGTON ? Finally, a flicker of economic hope for President Barack Obama and his fellow Democrats, even if it's a faint one.

November's sharp drop in the unemployment rate shows that jobs are finally moving in the right direction and suggests the economy is on firmer footing as the country heads into a presidential election year.

The Labor Department reported the jobless rate fell to 8.6 percent in November from 9 percent the month before, a 2 1/2 year low.

That's still high unemployment by historical standards. And lots of problems still lurk ? from Europe's debt crisis to congressional gridlock to the tens of millions of Americans still out of work or otherwise feeling economic distress. Furthermore, part of the improvement came because 300,000 people stopped their job searches and were no longer counted as unemployed.

But Friday's report, combined with other recent economic data showing advances in manufacturing and consumer spending, could give Obama momentum for the re-election campaign.

The White House and congressional Democrats were quiet in showing any enthusiasm they might have felt, instead using the new figures to step up criticism of anti-tax Republicans for blocking measures they said could help create even more jobs. Those include an extension of an expiring Social Security payroll tax cut that largely benefits the middle class.

"The unemployment rate went down," Obama said. "And despite some strong headwinds this year, the American economy has now created in the private sector jobs for the past 21 months in a row. That's nearly 3 million new jobs in all, and more than half a million over the last four months."

Said House Democratic Caucus Chairman John Larson of Connecticut: "Today's unemployment numbers, while encouraging, simply underscore the urgency for Congress to address the top issue facing American families_ jobs."

Republicans were publicly unimpressed with the jobs report, insisting Obama hadn't done enough and emphasizing that the jobless rate was still higher than when he took office in January 2009, when it stood at 7.7 percent.

"Any job creation is welcome news, but the jobless rate in this country is still unacceptable. Today marks the 34th consecutive month of unemployment above 8 percent," said House Speaker John Boehner, R-Ohio.

That view was echoed on the campaign trail.

Former Massachusetts Gov. Mitt Romney, in a Fox News interview, acknowledged that the report was good news but said it wouldn't help Obama politically. "This is the slowest recovery we've seen since (President Herbert) Hoover," Romney said. "He's going to have a hard time putting perfume on this pig." Hoover held office from 1929 to early 1933, at the outset of the Great Depression.

Despite stimulus measures by the Obama administration, Congress and the Federal Reserve, unemployment has remained high, peaking at 10.1 percent in October 2009 and staying around 9 percent for most of 2011.

Former House Speaker Newt Gingrich, another Republican seeking Obama's job, noted that a major part of the sharp drop in the unemployment rate was "not because entrepreneurs were creating new jobs" but because some 300,000 Americans "have simply given up looking for work."

"The Obama model of class warfare, government takeovers in the economy and creating fear and uncertainty for job-creators have failed," Gingrich asserted.

Rep. Michele Bachmann, R-Minn., made a similar point about discouraged jobless workers and said, "My heart breaks as we approach the holidays for American families who have been abandoned by this president so that he can implement his radical agenda."

The president didn't try to take credit for the lower figures.

Asked about Obama's measured response, White House press secretary Jay Carney said: "We don't make much out of one month's numbers. We look for trends, and we know we have an enormous amount of work to do. 8.6 percent unemployment is way too high."

Still, "there's a glimmer of light at the end of the tunnel" for gloomy Democrats, said Ross Baker, a political scientist at Rutgers University. "It's good news, but it's the kind of thing you have to rejoice about quietly. You don't want to hear the champagne corks popping. There's still so many people unemployed."

But Baker said that if Obama can demonstrate a "reasonable decline over time" in the jobless rate, people might give him the benefit of the doubt. "It doesn't have to get to historical lows to convince people that you're on the right track."

No president since Franklin D. Roosevelt has been re-elected with a jobless rate higher than 8 percent. Roosevelt won re-election in 1936 with a rate of 16.6 percent, and again in 1940 with a rate of 14.6 percent ? but joblessness was on the way down from a peak of around 25 percent.

The jobless rate peaked at 10.6 percent during the brutal 16-month 1981-82 recession while Ronald Reagan was president. But on Election Day 1984 it had fallen to 7.2 percent.

Obama used a joint appearance with former President Bill Clinton on Friday to renew his call to a fractured Congress to extend and expand the cut in the payroll tax that finances Social Security and Medicare. The tax cut, due to expire at the end of the year, affects more than 160 million Americans.

Republicans favor extending the tax cut, but have blocked Democratic attempts to do so by paying for it with a new tax on households with more than $1 million in annual taxable income.

With polls showing most Americans favor higher taxes on the wealthy to help bring down soaring budget deficits, Obama and congressional Democrats are portraying Republicans as defenders of the wealthy at the expense of the middle class ? a political theme they're sure to carry into the election year.

The jobs report comes during a week that saw solid stock market gains, including a near-500-point Dow Jones industrials rise on Wednesday, all potential good news for Obama.

"Let's say the stock market goes up another 500 or 600 points, and unemployment goes down below 8 percent by Election Day. That could allow for a big Obama surge," said Thomas Cronin, a presidential historian at Colorado College in Colorado Springs, Colo.

But that "if" is a big one.

The prospects of significantly bringing down the jobless rate to pre-recession levels anytime soon "remain slim," suggests University of Maryland business economist Peter Morici. "The economy must add 13.1 million jobs over the next three years_364,000 each month_to bring unemployment down to 6 percent."
