Mexican official: US travel warning 'ridiculous' (AP)

High population density is greatest risk factor for water-linked diseases

ScienceDaily (Feb. 14, 2012) ? Water-associated infectious disease outbreaks are more likely to occur in areas where a region's population density is growing, according to a new global analysis of economic and environmental conditions that influence the risk for these outbreaks.

Ohio State University scientists constructed a massive database containing information about 1,428 water-associated disease outbreaks that were reported between 1991 and 2008 around the world. By combining outbreak records with data on a variety of socio-environmental factors known about the affected regions, the researchers developed a model that can be used to predict risks for water-associated disease outbreaks anywhere in the world.

The research appears in PLoS Neglected Tropical Diseases, a journal published by the Public Library of Science.

There are five different categories of water-associated diseases, depending on the role water plays in the disease transmission process. Population density was a risk factor for all types of these diseases. Prolonged and excessive heat was shown to be a driver of water-related diseases that are transmitted to people by insect bites.

The study shows that clusters of reported outbreaks tended to occur in Western Europe, Central Africa, Northern India and Southeast Asia. These regions, as well as Latin America and eastern Brazil, were targeted as potential "hot spots" at highest risk for future water-associated disease outbreaks ranging from E. coli-related diarrhea to dengue fever.

World health experts conservatively estimate that 4 percent of deaths -- almost 2 million annually -- and 5.7 percent of illnesses around the world are caused by infectious diseases related to unsafe water and sanitation and hygiene problems. Getting a better handle on the socio-environmental factors that affect the risks for water-associated disease outbreaks is a first step toward guiding policymakers as they prioritize the distribution of health resources around the world, the researchers say.

"We know water is essential to life, but we also know that water is a vehicle that can carry hazards. If we understand the risk factors of disease better, we can inform policy decisions because resources are limited. Second, we can provide an early warning to certain places that are undergoing global environmental change because our model shows how those changes affect outbreak risks," said Song Liang, senior author of the study and an assistant professor of environmental health sciences at Ohio State.

"We're not going to address all of the questions in one study, but we hope to set the stage for studies that can move toward that goal."

Most information on water-associated pathogens and infectious diseases in the Ohio State database came from the Global Infectious Disease and Epidemiology Network (GIDEON), a web-based database containing details on outbreaks for 337 recognized infectious diseases in 231 countries and regions. Liang and colleagues also collected extensive data from journal articles and health organization publications to supplement the GIDEON information.

Among the information included in the Ohio State database were disease-causing agents, such as bacteria or viruses, and their biological characteristics; water's role in disease transmission; disease transmission routes; and details about whether the recorded outbreak represented an emergence or re-emergence of a water-associated disease for a given region. These details were crossed with a socio-environmental database that contained data on population density, global average accumulated temperature, surface area of water bodies, average annual rainfall and per-capita gross domestic product.

Each disease tracked in the database was classified into one of five categories:

  • water-borne (such as typhoid and cholera), caused by microorganisms that enter water through fecal contamination and cause infection when humans consume contaminated water. A subset of these, called "water-carried" diseases, result from accidental ingestion of contaminated water in a recreational setting;
  • water-based (such as schistosomiasis), caused by parasites that spend part of their life in water;
  • water-related (such as malaria and trypanosomiasis), which need water for breeding of insects that act as vectors in transmitting disease to humans;
  • water-washed, caused by poor personal or domestic hygiene because no clean water is available; and
  • water-dispersed (such as Legionella), caused by infectious agents that thrive in water and enter the body through the respiratory tract.

Among the reported outbreaks, 70.9 percent were water-borne diseases, 2.9 percent water-based, 12.2 percent water-related, 6.8 percent water-washed, and 7.3 percent water-dispersed. Almost half were caused by bacteria, with nearly 40 percent caused by viruses and the rest by parasites.

The analysis also showed that fewer water-washed diseases occurred in places with larger bodies of surface water, and that areas with higher average annual rainfall had fewer outbreaks of water-borne and water-related diseases.

"No single factor can explain this distribution," Liang said. "And for different categories of diseases, the impact of those factors varies. This is the first time we've had large-scale proof of that.

"At this point, we've identified all of the reported outbreaks, but not every socio-environmental factor that influenced them."

The model predicts that Western Europe, Central Africa and Northern India are at higher risk for water-borne diseases, especially E. coli diarrhea, and that the risk in Europe is primarily driven by water-carried diseases that tend to occur in recreational areas. Western Europe, North Africa and Latin America tend to be at higher risk for water-washed diseases, particularly viral conjunctivitis. Risks associated with water-based diseases, especially schistosomiasis, were highest in east Brazil, Northwest and Central Africa and southeast of China.

Even with all of the data available, the researchers suggest that their database and map represent just a fraction of the actual outbreaks that have occurred because the under-reporting of these diseases is a common problem, especially in the developing world.

They also were surprised to find that economic status did not appear to influence risk for water-associated disease outbreaks, at least on a global scale. "When we look specifically at an area on a smaller scale, we might find something different," Liang said.

Liang and colleagues already have begun to take a closer look at two regions, Africa and Asia, to examine environmental and economic issues that are most likely to influence risks for water-associated infectious disease outbreaks on those continents.

The cause of her death has not been determined. Winter says no announcement will be made until toxicology tests are finished, which could take more than a month.

She was remembered in tributes at Sunday's Grammy awards.

(AP) ? Movie super spies James Bond and Jason Bourne use them. So do real-life United States presidential candidate Mitt Romney, who says he pays his taxes, and untold numbers of Americans who don't. Swiss banks and their secretive counterparts around the globe may sound like the exclusive province of the wealthy, the mysterious or the shady, but anybody can legally open an offshore account.

Wouldn't it be swell to have a cool million stashed away on a sunny Caribbean island?

Here's how to do it:

Step 1: Get a million dollars.

How? There are essentially two ways ? legally or illegally. For those with dirty cash to launder ? drug traffickers, mobsters, smugglers, swindlers and such ? offshore accounts hidden from the law are the obvious choice (skip to Step 4).

For honest money, there's more to consider.

Step 2: Decide whether to tell the IRS.

U.S. citizens are supposed to pay taxes no matter where their money is. But the IRS can't tax what it doesn't know about, and the odds of getting caught offshore have been slim. But beware ? that's changing.

The government has landed some big fish ? notably the largest Swiss bank, UBS AG ? and tax cheats are getting scooped up in the net.

In an unprecedented break from Swiss legal tradition, UBS turned over the names of more than 4,000 suspected U.S. tax evaders in 2010 as part of a deal to settle conspiracy charges. Since then, the United States has been going after those people, charging more Swiss bankers with conspiracy, and leaning on Switzerland to name more names.

Other names came from a bank employee-turned-informant at the LGT Bank in Liechtenstein. And the IRS has been tracking down holders of credit cards issued from Caribbean hideaways, because the cards are a popular way to tap secret funds.

"The noose is tightening on those who want to hide money overseas," said J. Richard Harvey, a former senior adviser to the IRS commissioner.

Pressure to report Americans' holdings will increase substantially next year under a new U.S. law that imposes financial penalties on foreign banks and investment funds that don't comply. Some tax haven banks may skirt it completely, however. If they don't make any U.S. investments they can avoid the penalties.

When the IRS offered amnesty in 2009 and 2011, more than 33,000 tax dodgers came in from the cold, yielding $4.4 billion. A new round in the program opened in January.

Step 3: Look for legal ways to pare taxes.

Here it gets complicated.

For corporations, foundations, pension funds and others, controversial offshore maneuvers can help defer or avoid some taxes. For example, a corporation transfers a lucrative chunk of its business to a foreign subsidiary in a low-tax country. Or a nonprofit group puts otherwise taxable investments offshore.

"There's a thin line between tax avoidance and evasion," said Rebecca Wilkins, a senior counsel at Citizens for Tax Justice, which opposes corporate loopholes. "A lot of these transactions might not stand up in court if the IRS had the resources to pursue them."

Private equity and hedge funds flock to the Cayman Islands, which offer tax advantages for fund managers and some of their foreign and nonprofit investors. Setting up shop ? usually nothing more than a mail drop ? in these freewheeling environs also allows them to escape the tighter financial regulations of the U.S. and other nations. Some critics say that contributed to the global financial crisis.

Romney, the multimillionaire front-runner for the Republican presidential nomination, has disclosed numerous offshore investments.

His financial filings included at least six Cayman-based funds, worth between $7 million and $32 million, run by Bain Capital, the private equity powerhouse he once led. More than a dozen other funds based in the Caymans and Bermuda showed up on his 2010 federal tax returns. His campaign says he pays the same taxes he would if they were based in the United States.

Romney also had a UBS bank account in Switzerland, but it was closed in 2010 as he prepared to run for president.

Step 3: Consider other motives.

Some people want to hide wealth from spouses or business partners; doctors worry about malpractice suits; others think creditors or the government might try to seize their assets.

Wealthy residents of oppressive countries may feel safer with their savings elsewhere. Dictators, fearing revolt, often do, too.

Step 4: Choose a country.

Switzerland's famous "numbered accounts" aren't as clandestine as they're portrayed in spy movies but do cater to the rich and ensure only a few bank executives know a client's name. Hong Kong has its own version ? "chop accounts," identified by a symbol. Congressional investigators counted 50 places that can be considered tax havens or financial hideaways.

Tax havens usually boast:

?Little or no income tax;

?Laws that make it a crime for banks to reveal account holders' names;

?A history of failing to cooperate with other nations' tax collectors.

A new study of a devastating bird disease that spread from poultry to house finches in the mid-1990s reveals that the bacteria responsible for the disease evolves at an exceptionally fast rate. What's more, the fast-evolving microbe has lost a key chunk of its genome since jumping to its new host, scientists were surprised to find. The missing portion contained the genes that made up the microbe's immune system, researchers report in the February 9th issue of PLoS Genetics.

When thousands of wild house finches started dropping dead from a mysterious eye infection in the Washington, DC, area in the winter of 1994, scientists were puzzled.

The birds had red, swollen, crusty eyes that left them unable to see or forage for food, until they eventually died from starvation or predation. Researchers soon identified the cause ? a bacterium called Mycoplasma gallisepticum, a common cause of respiratory infections in turkeys and chickens that was previously known to infect only poultry.

By the time biologist Geoff Hill spotted his first sick bird in Auburn, Alabama, in 1995, the disease had spread through the eastern part of the continent, as far north as Quebec and as far south as Florida. "This was a devastating pandemic," Hill said.

Since its discovery, the epidemic has spread as far west as California, and is estimated to have wiped out hundreds of millions of birds. But scientists are still far from understanding how Mycoplasma gallisepticum gained the ability to spread to house finches ? which diverged from chickens and turkeys some 80-90 million years ago ? or what turned it into such a sweeping killer.

In a new study in the journal PLoS Genetics, researchers compared the genomes of a dozen strains of Mycoplasma gallisepticum sampled from infected house finches between 1994-2007, in the years following the initial outbreak. Using a technique called pyrosequencing, "we can measure evolution on very short time scales," said co-author Scott Edwards of Harvard University. Instead of studying the host switch years after it happened, the researchers are able to track it in real time. "We're catching the switch in the act," he added.

In both poultry and house finches, the microbe has been evolving at frightening speed, they report. "It's evolving anywhere from ten to 100 times faster than previous estimates for any other bacterium," said Harvard graduate student and first author Nigel Delaney.

But when the researchers compared the DNA sequences of the poultry strains with those sampled from house finches, they found something surprising ? since making the switch, some parts of the parasite's genome have begun to break down.

Mycoplasma gallisepticum has a tiny genome to begin with, with less than 1000 genes, Delaney said. But rather than acquire new genes to help it outwit its new host, the parasite has gradually lost more than 50 genes ? particularly those that make up the microbe's immune system.

Mycoplasmas are parasites, but they also have parasites of their own, including naturally occurring viruses called bacteriophages. "One of the main functions [of the genes that were lost] is to help guard Mycoplasma against the attacks of bacteriophages," Edwards explained.

"It was surprising to see a part of the genome that was assumed to be so important suddenly become unimportant," Delaney added.

It seems crazy, but "scientists have seen the same phenomenon before in HIV," said co-author Allen Rodrigo of the National Evolutionary Synthesis Center in Durham, North Carolina. When HIV infects a new host, it doesn't encounter the same threats, so it loses the specific immune defenses that protected it in its former host, Rodrigo explained. These original defenses may be expensive to maintain, Rodrigo said. Studies show that the HIV strains that lose them are able to reproduce more quickly and spread.

"It's similar to the 'use it or lose it' principle," Edwards added.

Mycoplasma gallisepticum can't be transmitted to humans. It can infect other backyard birds ?including American goldfinches, purple finches, evening grosbeaks and pine grosbeaks ? but none with the devastating consequences like those seen in house finches.

Researchers still don't know which genetic changes enabled the pathogen to reach epidemic proportions in house finches. But if the house finch strains have lost the genetic machinery that protected them in poultry, then reintroducing the parasites to the bacteriophages of their former hosts could be one way to control the disease, the scientists say.

Determining which specific bacteriophages those are, and whether the remnants of the Mycoplasma immune system still provide some protection against them, will take much more work.

"But this study shows that there's a third player that's important to understand this pandemic, which are the bacteriophages. Nobody's looked at that so far. This is the first observation that they seem to matter," Delaney said.

Fashion models organize to fend off abuses (AP)

NEW YORK ? Models are more than just pretty faces. They're often overworked, underfed and underage independent contractors with little say when things go bad behind the scenes.

Many are just teenagers far from home, in some cases earning as much in a day as their poor families back in Russia and Eastern Europe do in a month. As a result, many fear speaking out about sexual harassment, unscrupulous booking agencies, demands to alter their bodies, lack of backstage privacy and punishing stretches with little sleep.

"Modeling is precarious freelance labor," said model Sara Ziff, who was discovered at 14 walking home from her New York City school. "We have very little job security. It's also a winner-takes-all market. There's only one Gisele. Basically, it's a labor force of children who are working in a very grown-up business."

In hopes of changing things, Ziff has founded The Model Alliance, dedicated to improving the working conditions of models and persuading the industry to take better care of its young.

Among other things, Ziff has set up a confidential system for models to report inappropriate conduct or other abuses during New York Fashion Week, which opens Thursday. She is also working on a Models' Bill of Rights.

Backed for now by anonymous donors, the Alliance was launched Monday and has a board of directors and an advisory board drawn from the worlds of law, labor and entertainment.

Ziff, who has more than a decade on the runway and has served as the face of Tommy Hilfiger, Banana Republic and Stella McCartney, has enlisted some of her famous model friends, including Shalom Harlow, Doutzen Kroes and Coco Rocha, one of the first to speak frankly about eating disorders in the trade.

Ziff, 29, also has the support of the powerful Council of Fashion Designers of America. The trade group gave her fledgling nonprofit a boost when it issued its annual pre-Fashion Week plea to designers and model wranglers to keep photographers at bay when models are changing backstage and to keep girls under 16 off the runways by checking identification.

It's not the first attempt to improve the working conditions of models. A union, The Models Guild, was founded in 1995 along the lines of the Screen Actors Guild, but it faltered a few years later for lack of members.

Ziff's alliance isn't a union but an effort to persuade models to take control in an industry where they're often treated as a commodity.

"One beautiful 13-year-old can be substituted for another beautiful 13-year-old," added Susan Scafidi, who heads the Fashion Law Institute at Fordham University in New York and is on the Alliance's board of directors.

A draft of the Models' Bill of Rights includes demands that all jobs and castings involving nudity be subject to informed consent, and that no model under 17 be asked to pose nude or semi-nude. It also calls for booking agents not to lie about the ages of the models they represent and for agents to work with parents of school-age models to draw up an on-the-job education plan.

The Alliance also wants changing areas that are off-limits to photographers and is asking for more transparency in the way money is handled.

Elettra Wiedemann, the 28-year-old daughter of actress and model Isabella Rossellini, recalled her own start in the business at age 14. She took part in a panel discussion Tuesday hosted by the CFDA's health initiative, begun in 2007 to address unhealthy eating and the debate over how thin is too thin for models.

"I did experience when I first started modeling a lot of pressure from my agency in Italy. They asked me to get a breast reduction. They asked me to get a nose job. They constantly critiqued my weight," she said. "You go through a period of sadness and anger and self-loathing, and then I just decided, `You know what, I'm much more than just a number on a scale.' I chose to have a boundary for myself."

(AP) ? A satisfying victory for Oklahoma City was a head-scratcher for Portland.

Kevin Durant had 33 points, including a dunk with 2.9 seconds left in overtime, and the Thunder defeated the Trail Blazers 111-107 on Monday night.

But the focus of the game fell on a goaltending call on Blazers forward LaMarcus Aldridge with 6 seconds left in regulation that tied the game at 103 and would send it into overtime.

The Rose Garden Crowd wailed when the replay was shown on the video scoreboard. Coach Nate McMillan rushed to the nearest official to complain. Aldridge, who finished with a season-high 39 points, just looked stunned.

"I said, 'Y'all should go look at it,'" Aldridge said. "And the ref said, 'Nope.'"

And that was that.

Russell Westbrook added 28 points and 11 rebounds for the Thunder, who upped their NBA-best record to 19-5 (.792). Oklahoma City outscored the deflated Blazers 8-4 in overtime to clinch it.

Westbrook hit a jumper and James Harden added a fast-break dunk to give the Thunder a 107-103 lead. Jamal Crawford's pull-up jumper narrowed it to 109-107 for the Blazers, but Durant dunked with 2.9 seconds left to put it away.

"It was a tough game," Thunder coach Scott Brooks said. "It could have gone either way. I don't think one call is a difference-maker."

It was just the second loss for the Blazers (13-11) at the Rose Garden.

"It's tough. We definitely played well enough to win this game," Aldridge said. "We had some tough calls and then we had some bad bounces late in the game. We have to learn from it."

The Blazers trailed by as many as 12 points in the second half, but Nicolas Batum hit a 3-pointer that tied it at 63 with 6:52 left. Aldridge added a jumper to put Portland ahead.

Aldridge hit a turnaround jumper with 3:37 to go to make it 99-95 for the Blazers. After a pair of free throws, Durant made a 3-pointer to close to 101-98. Westbrook made free throws to tie it for Oklahoma City, and then Crawford's jumper with 55.9 seconds left pulled the Blazers back ahead.

Portland clung to the narrow lead when, with 6 seconds left, Aldridge was called for goaltending on Durant's layup.

"It didn't hit the glass. I put it on the glass, so I figured it was a clean block," Aldridge said. "The ref who called it was the furthest one from the basket, so that's pretty interesting."

Coach Nate McMillan was much more direct: "I thought it was a good block. That game should have been over."

Durant felt otherwise.

"I saw the lane to the rim and I tried to get it up there quick because LaMarcus Aldridge is a long, athletic defender," he said. "So I got it up there quick enough that it hit the glass first. It was a goaltend, so it was a good play for us."

Batum missed a layup for Portland's final possession and the game went to overtime and the Rose Garden crowd jeered the officials. The boos came again after the game when the refs quickly exited the floor.

The Thunder were coming off a 107-96 loss at San Antonio on Saturday, which kicked off a five-game road trip. Durant had 22 points and 11 rebounds for his fifth straight double-double.

Portland was without starting guard Raymond Felton, who strained his left foot in the Blazers' 117-97 victory over Denver on Saturday night. An MRI was negative, but Felton is day-to-day with the injury.

Crawford, a former NBA Sixth Man award winner with Atlanta who was acquired by the Blazers as a free agent before the season opened, started for the first time since the 2008-09 season.

Crawford, who finished with 17 points, hit a 3-pointer that put Portland ahead 26-21 in the first quarter.

The Blazers led by as many as eight, but Oklahoma City pulled in front 46-41 in the second quarter on Serge Ibaka's dunk. Durant and Ibaka had back-to-back dunks and the Thunder went on to lead 60-52 at the half.

Ibaka made a 15-foot jumper to extended Oklahoma City's lead to 64-52, but Portland took off on a 13-0 run to take a 65-64 lead capped by Gerald Wallace's layup.

It didn't last long, however, and the Thunder responded with a run of their own to go up 80-69 after Westbrook's dunk. Portland narrowed it to 87-83 to start the fourth quarter, and Batum hit a layup and a free throw to narrow it to 89-88, but Durant again answered with a dunk to stop the Blazers' momentum.

Notes: There was a cluster of fans behind the Thunder bench that wore SuperSonics gear and held banners in memory of the team that left Seattle in 2008. ... Batum had a career-high 33 points and a franchise-record nine 3-pointers in the victory over Denver. He finished with 13 against the Thunder. ... It was Aldridge's 19th game with at least 20 points this season. He's surpassed 28 points for three consecutive games.

Martian real estate, windy and cratered but isolated

Now in the ninth year of its mission, the European Space Agency's Mars Express orbiter has sent back images of the Red Planet's mysterious Syrtis Major region - once thought to be a shallow sea.

Syrtis Major was first discovered in 1659 by physicist and astronomer Christaan Huygens, who used its appearance during the planet's rotation to help calculate the length of a day on Mars.

We now know that it is not water, but sand and dust which cause the region's shape to change over time. The dispersal patterns of the lighter-toned dust and darker-toned sand in the image show the prevailing direction of the wind.

The region is also now known to have volcanic origins, with lava flows and partly-filled impact craters visible in the image. The number and size of these impact craters has enabled scientists to calculate that the Syrtis Major region is approximately 3 billion years old.

Despite notions of present-day oceans on Mars having long been dismissed, Mars Express has also recently added to the evidence suggesting that there may indeed have once been oceans on the Red Planet. Features resembling ancient shorelines have previously been identified in images from several spacecraft and Mars Express has now used radar to detect sediments reminiscent of an ocean floor within the boundaries of these previously identified ancient shorelines.

"It is a strong new indication that there was once an ocean here," says J?r?mie Mouginot of the Grenoble Institute of Planetology and Astrophysics (IPAG) and the University of California, Irvine.

Mouginot says an ocean first existed 4 billion years ago, when warmer conditions prevailed on Mars. A second ocean may have formed a billion years later when subsurface ice melted following a large impact, creating outflow channels that drained the water into areas of low elevation. The search for life, meanwhile, goes on.
